The deadline for providing feedback has been extended yet again by the University Grants Commission. The official announcement from the UGC states that the due date has been extended to February 20, 2023.

The deadline was extended to February 20, 2023, as requested by stakeholders, according to UGC secretary Rajnish Jain. In response to requests from stakeholders, the time for providing feedback, comments, and suggestions on the draught of the “Setting up and Operations of Foreign Higher Education Institutions (HEIs) in India, Regulations, 2023” has been extended to February 20, according to Jain’s official order.

The deadline had been extended to February 3 by the commission earlier. The deadline has been extended twice. The University Grants Commission (UGC) made the announcement a month ago that for the first time, foreign universities will be able to establish campuses in India. The UGC also released draft norms under which these universities can also decide on the admissions process, fee structure, and how to repatriate their funds.

M Jagadesh Kumar, chairperson of the UGC, stated that foreign universities and higher education institutions will require approval from the UGC in order to establish campuses in India. He noted that foreign universities with campuses in the country can only offer full-time programs offline, not online or via distance learning.

He stated and clarified that these institutions shall not offer any such study program that jeopardizes the national interests of India. The initial approval will be for ten years and will be renewed in the ninth year subject to the meeting of certain conditions.
